UK Local Authorities Plan to Dispose of Social Clubs and Sports Centres to Balance Books

According to a recent study of local authorities, UK councils are preparing to sell community centers, sports centres, and shopping arcades as they rely on a fire sale of assets to stabilize finances.

Increasing Fiscal Challenges Drive Asset Sales

The Key Cities Group representing second-tier cities in England stated that 60% of local authorities are planning to sell assets to cover the escalating costs of adult and children’s social care.

Councils have in the past come under fire for selling playing fields and open spaces to shore up their finances, but they contend they must proceed to raise vital cash from asset sales or face insolvency.

This coalition noted that a high proportion of authorities seeking to generate funds from a fire sale of holdings marked “a distinct shift from 2024, when the largest share (six in ten) of local leaders stated they would prioritise service redesigns and using financial reserves to weather increasing financial challenges.”

Specific Cases of Planned Sales

One local authority in Kent announced its asset disposal plan included the disposal of a retail complex in Rainham and a community venue in Rochester to raise 20 million pounds over the next half-decade.

  • A local golf course and commercial properties owned in two English counties, which all provide rental income for Medway council, will also be sold under the plan.

Local Levy Rises and Wider Financial Strains

The survey of councils in the key cities group, which includes several urban centers, further found that more than 70% of councils will have to raise local levies next April to address the growing cost of core provisions, increased rates of housing insecurity, and a longstanding housing shortage.

The authority said it will proceed with asset sales after sharp increases in the cost of children services, support for vulnerable learners, elderly and disability services, and temporary accommodation.

“We are taking innovative approaches but certain measures take time to achieve both improved services and financial savings,” stated a council leader.

He continued: “We face demographic pressures which will persist to increase the pressures we have. As a unitary authority, we had a drastic reduction in our revenue support grant from over the past decade, which is extremely difficult.”

National Trends and Forecasts

A survey of regional authorities this week also found council budgets being stretched by the increasing figures of young people and older individuals requiring Send support.

A network of councils projected that local shortfalls will reach £4.4bn a year by 2029, as they struggle to cope with rising needs.

Ministers have delayed scheduled changes to the special educational needs framework until the coming year after a policy document outlining those reforms has been postponed.

Disadvantage and Financial Gaps

Based on the latest indices of deprivation (IMD) for English councils, many participating urban areas were among the most deprived in the country.

  • “Participating urban centers like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton place in the top 30 nationally under the latest deprivation indices,” said the report.

“Although only one key city is among the top 10 for deprived neighbourhoods nationally, urban areas are far more likely to be in the worst-off 20% of England. The figures highlights the scale of challenges confronting municipal officials across major urban centers in the next twelve months,” the report added.

“Local government leaders have been explicit about the necessity for a equitable and lasting funding system that reflects and addresses the actual extent of deprivation and demand,” stated Michael Mordey.

“Lacking this, local authorities will continue to face impossible choices around which essential services to allocate spend to, and which to reduce, to the detriment of their communities.”

One in five of councils have reduced or weakened care services in the past 12 months, the survey found.
